WCar 1000 was rebuilt by PE into a deluxe business car in 1914. The car originally was similar to the remainder of the 1000 Class. A dominant reason for rebuilding this car was the opening of the San Bernardino Line which was 1200 volts east of Valley Junction and therefore off-limits to PE's then existing business cars, 01 and 02.

WRebuilt at a cost of more than $11,000, this car provided observation rooms at either end, fitted with portable leather chairs and built in sofas. Amidships a private office was provided, the whole beautifully panelled in mahogany. 1000 spent many distinguished years transporting VIPs over the PE system. With the creation of business car 1299 in 1929, the 1000 was relegated to second position.

WThe 1000 is now preserved at the Orange Empire Railway Museum.
